What if I change my flight and arrive at another airport in Vietnam?

Can I travel without the Vietnam visa approval letter and get the visa upon arrival?

No, you cannot. You are not allowed to enter Vietnam without visa on arrival unless you are of Vietnam visa exemption list.  In order to board the plane, you must show the approval letter to the airlines.
